The only reason for Russia to send ICBM's over Europe, would be to attack Europe. Furthermore, a defence shield in, for example, Romania or Bulgaria would have no ability to intercept Russian ICBM's on it's northern coast pointing towards America over the pacific ocean. The only logical conclusion that one can draw is that missile defence based in Europe is purely targeted at the Iranian threat.
