<description>Perhaps what the Chair of the Parliamentary Legal Committee Fidosova can do is to assure that the members of the Independent Committee [which would be dealing with law enforcement on the illegally obtained property] would not be politically biased, so they can function independently. Perhaps academics with can help in this instance or people with a legal background (law school graduates) or graduates from other social sciences would be suitable. 
Political presence in an Independent decision making body would not produce fair, unbiased or just decisions, thus it will not be Independent. Independent decision making bodies must be independent and neutral in relation to their political views during decision making [just as the Judges in the Court rooms must be]. 
BGN 250,000.00 is a very low threshold, it would mean waste of precious time in dealing with unnecessary individuals, and perhaps BGN 500,000 would be more realistic to triggering an action. 
Perhaps the right to probe incomes for a period of 5 to 10 years would be more adequate. 
The idea of probing incomes for a period of 25 years is an incredibly long period. The interference with the rights of the individual for 25 years would be immensely inadequate and unacceptable. Seizing assets without conviction would be equal to being detained without a court trial - this, surely must not be what the former Justice Minister meant.
The critical point in relation to the argument &quot;to restore the belief in justice in society&quot; is that the Bulgarian citizens, broadly, hold a huge sense of sarcasm when it comes to hidden or exposed wealth. It is apparent that it will take time to restore “a belief in justice”, the starting point would be the most difficult as it would mean that the Government will have to set the law and the governing bodies and the politicians will have to set themselves as an example to the people they govern and lead during this Parliamentary term. If there is a political will to pursue this Project, setting the law is not impossible, however the first thing which strikes anybody holding more capital than the average wealthy, in reality, is that nobody would be happy to give away what currently belongs to them. And in truth there are always lawful ways of dealing with wealth whether it is for tax reasons or otherwise.</description>
